Height and width of video proxies was limited to multiples of 8 with
comment "JPEG requires this".
I could not find any resource that would confirm this to be the case
with FFMPEG and MJPEG codec.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/imbuf` module.
No functional changes.

To prepare for D6811 small changes were needed.
we can no longer undefine near/far since the windows
headers use those extensively.
some of the imbuf files need to include the windows
headers explicitly to make sure it builds.

Skip building proxy if directory can not be created.
Crash happens, when setting custom dir to location of source file itself.
This results in attempt to create directory with the same name as source file.

This was introduced in FFmpeg lavf 55.1.100 in 2013. For systems that are
still on LibAV or older FFmpeg there is a fallback implementation that
performs the same guess as we did before in `av_get_r_frame_rate_compat()`.

(already used nearly everywhere in Blender).

This is an issue with which value to trust: fps vs. tbr. They both cam be
somewhat broken. Currently the idea is:
- If file was saved with FFmpeg AND we are decoding with FFmpeg we trust tbr.
- If we are decoding with Libav we use fps (there does not seem to be tbr in
Libav, unless i'm missing something).
- All other cases we use fps.
Seems to work all good for files from T53857, T54148 and T51153. Ideally we
would need to collect some amount of regression files to make further tweaks
more scientific.

This is an alternative to passing a copy callback which is some times inconvenient.
Instead the caller can write to the key - needed when the key is duplicated memory.
Allows for minor optimization in ghash/gset use.
Also add BLI_gset_ensure_p_ex
|

While it's not something we'll be using for the official release,
it's nice to support new libraries at least on "it compiles" level,
so it's not that many frustrated developers around.
Nexyon, please have a look into Audaspace changes :)

Missing Bits
============
First rule of Multi-View bug report: If something is not working as it should *when Views is off* this is a severe bug, do mention this in the report.
Second rule is, if something works *when Views is off* but doesn't (or crashes) when *Views is on*, this is a important bug. Do mention this in the report.
Everything else is likely small todos, and may wait until we are sure none of the above is happening.
Apart from that there are those known issues:
* Compositor Image Node poorly working for Multi-View OpenEXR
(this was working prefectly before the 'Use Multi-View' functionality)
* Selecting camera from Multi-View when looking from camera is problematic
* Animation Playback (ctrl+F11) doesn't support stereo formats

This is done by appending the name of the file as extra folder. Existing
projects may need to regenerate their proxies but it should be possible
now to have all proxies nicely in the same custom folder.
Next commits will include operators to copy directory settings between
selected strips, making the process faster.

If user cancels, there's an issue with leftover files.
Instead use a hash to record files that have akready been registered for
generation and skip them if so.
That should guarantee things will go smoothly and when a file exists it
is assumed to be valid.
|

Touch the proxy files if they do not exist so subsequent strips
referencing the same source file won't regenerate it.
|
|
|

This is a per-strip option next to the build proxy size which tells blender
whether to skip building proxy size if the file for it already exists or not.
The option is called "Overwrite" for simplicity.
This option is enabled by default to avoid changes in the file behavior.
TODO: Would be nice to do something like that for movie clips as well.

Makes usage of those funcs much more clear, we even had mixed '!strcmp(foo, bar)'
and 'strcmp(foo, bar) == 0' in several places...

Basically proxy colorspace didn't work well enough.
It is still a bit weird and mainly:
- Proxies for image sequences are built in the image color space.
- Proxies for movies are built in the movie color space.
This could be unified but would need some work in proxy build
to make it not just pipe frames from one FFmpeg context to
another but also apply OCIO on it.

Was a regression since avg_frame_rate changes.
Didn't find reliable way to get stream duration which will
work with both FFmpeg and Libav so added some freaking black
magic to distinguish one from another.

r_frame_rate is a guessed number defined as "the least common multiple of
all framerates in the stream". It has been deprecated and removed in new
Libav releases.
Use avg_frame_rate instead, which is the average framerate of the
stream.

avcodec_encode_video() has been replaced with avcodec_encode_video2()
in new libavcodec versions.
|

CODEC_ID_* have been replaced with AV_CODEC_ID_* in new libavcodec
versions.
Update the code to use those new identifiers.
