This patch adds the Randomize options that exist in the Array modifier to the offset modifier.
Currently the patch uses
```
BLI_findindex(&gpf->strokes, gps);
```
to get the index of the current stroke for making each stroke a different seed value. This is how the noise modifier also gets the stroke seed value and it is noted there as well that this method is slow, and should be fixed in the future with another method of getting the stroke index.
Other methods were explored such as using the total number of points of the stroke, but that makes the randomize options incompatible with other modifiers before it such as Multiple Strokes, Array, Build, and Simplify.

Thickness modifiers
This patch allows you to dynamically control stroke's opacity and thickness using an object for distance reference in the modifier. Fading range is adjustable, and it is compatible with current curve/vertex group selection.

After some back and forth with the GP module and some artists, this
option was deemed not that useful. The use case was considered too
obscure so we'll remove it.
It is still posible to have this functionality by using the vertex
weight modiifers or manually clamping the weights.

This can be done with an other GP modifier already.

It caused some chaining errors when used in combination with image space

Clear up what sample length does by renaming the option and variables.

This adds the LineArt grease pencil modifier.
It takes objects or collections as input and generates various grease
pencil lines from these objects with the help of the active scene
camera. For example it can generate contour lines, intersection lines
and crease lines to name a few.
This is really useful as artists can then use 3D meshes to automatically
generate grease pencil lines for characters, enviroments or other
visualization purposes.
These lines can then be baked and edited as regular grease pencil lines.

This patch adds a noise offset option to the grease pencil noise modifier.
It allows the user to animate the noise along the length of the stroke to create movement that is currently not possible.
It works by adding an offset to the noise table and adding the remaining floating point value to the noise table sampling.

This patch adds the option to make the random scaling from the grease pencil array modifier uniform.
The current settings allow a separate value for each of the 3 scaling axis. The modifier also creates different seed values for each axis so there is no way to keep the random scaling uniform.
This patch creates 1 random seed value and applies it to each of the scaling axis.
Here is a demonstration of the previous behavior and the new optional behavior.

Some DNA headers already did this, most did not. Even though many of them would
be included in C++ files and thus compiled as C++. This would be confusing and
developers may think they have to add `extern "C"` too a whole lot of
(indirect) includes to be able to use a C header in C++.
However, this is a misconception.
`extern "C"` does not cause code to be compiled with C rather than C++! It only
causes the linker to not use C++ function name mangling. See
https://stackoverflow.com/a/1041880.
Because extern DNA headers don't have function declarations, using `extern "C"`
actually should not have any effect. On the other hand, adding it causes no
harm and avoids confusion. So let's just have it consistently in C header
files.

This commit uses an enum to access expansion for specific panels for
each modifier, constraint, etc. Even though these values are quite simple,
this can help make the code more explicit when the ui_expand_flag is
accessed directly. Also update comments about this bitfield to make
them consistent.

Some underlying functionality was not ready for greasepencil:
- BKE_modifiers_get_virtual_modifierlist (now introduce dedicated BKE_gpencil_modifiers_get_virtual_modifierlist)
- BKE_modifiers_is_deformed_by_armature
- checks in drawing code
- checks in (pose) selection code
A couple of changes to make this work:
- `eGpencilModifierType_Armature` has to be respected (not only `eModifierType_Armature`)
- `OB_MODE_WEIGHT_GPENCIL` has to be respected (not only `OB_MODE_WEIGHT_PAINT`) -- (now use new `OB_MODE_ALL_WEIGHT_PAINT`)
- `gpencil_weightmode_toggle_exec` now shares functionality from `wpaint_mode_toggle_exec` -- moved to new `ED_object_posemode_set_for_weight_paint`
This patch will also set the context member "weight_paint_object" for greasepencil (otherwise some appropriate pose operators wont work when in weightpaint mode)

After talking with @severin, we agreed to replace the material name with a pointer. Also, this fix a design issue when the materials were linked.

This patch aims to add a new modifier for grease pencil objects that gives more control over the strokes texture UVs.
There are 3 modes.
1 Control the stroke texture UVs alone
2 Control the fill texture UVs alone
3 Control both the fill and stroke texture UVs
For the stroke texture UVs there are 2 options for fitting the texture to the stroke.
1 The texture uvs are kept a consistent length how it currently is set by default.
2 The uvs are normalized to fit the length of the stroke regardless of how long or short it gets allowing the texture to fit the length of the stroke.
There are then 2 controls to scale up and down the uvs and an offset value that allows moving the texture along the stroke.
For the fill texture UVs it includes all of the transformational controls. Location offset, scale, and rotation.

There were several problems in the old random calculation:
* Different result in the viewport and render.
* Noise "pop" in some frames.
* Random number was calculated every time the file was opened, so get different results.
Now, instead to calculate the random numbers when n number of frames changed, the random values are calculated using a unique seed by stroke.
Also, a new Seed parameter has been added and this adds more control in the noise generated. This value can be animated and get more variations.

The value of the step was calculated using a variable that was removed when the render frame change.
Now, the step is calculated using the modulus of the current frame and recalculate noise only if the remainder that results from performing integer division is equal to 0.
To calculate current frame, the first used frame is calculated to adjust real frame range.
This approach is more stable in viewport and render.

Better to make internal code naming match official/UI naming to some
extent, this will reduce confusion in the future.
This is 'breaking' scripts and files that would use that feature, but
since it is not yet officially supported nor exposed in 2.80, as far
as that release is concerned, it is effectively
a 'no functional changes' commit.
