While \file doesn't need an argument, it can't have another doxy
command after it.

This affects point, spot and area lights. Sun light strength remains without
a unit. This change does not affect .blend file compatibility in any way, as
with the rest of the unit system it's purely a display and editing feature.
Not used for Cycles yet, that will be done after unifying the settings with
Eevee.

We were using int's for bool arguments in BKE,
just to avoid having wrapper functions.

Material slots are a real pain to get working, due to all the black
magic they do to hide object vs. obdata storage of the material...
Currently hitting an order problem - we need to always set 'link' (to
object or obdata) property of the slot first, before we set its
material... *super-sigh*

We are already running out of available flags in main, generic int, and
everytime I work on static override I find new special cases that will
need new specific propflag, so...

Does not yet support applying those operations, only detecting
insertions and generating matching rules was already rather complicated.
Also got rid of ;ost rna_path string allocation in collection diffing
code, could help a bit with speed too.

This commit essentially introduces a new RNA property flag, which when
set prevents affected property from being processed at all in comparison
code (also used to automatically generate static override rules).
The idea is to use it on very low-level data in RNA, like e.g. mesh's
geometry or psys' particles collections.
For now only applied to psys' particle collections, on the main mesh of
Agent327 pigeon, it goes from 100ms to 0.5ms on a full
auto-override-generating comparison...
Also added some new RNA property helper funcs to check on comparable and
overridable status.

Allows for each workspace to have it's own add-ons on display.
Filtering for: Panels, Menus, Keymaps & Manipulators.
Automatically applies to add-ons at the moment.
Access from workspace, toggled off by default
once enabled, add-ons can be white-listed.

This flag means that the pointer does not 'own' the data it references.
This is the case of nearly all ID RNA pointers (NodeTrees will probably
again be some nasty exception here :( ), but also several other cases.
That kind of information is mandatory for complex processing over whole
data-blocks done in RNA, like some static override tasks (advanced
comparison...).

This is essentially a huge refactor/extension of our existing RNA
compare & copy code, since static override needs more advanced handling here.
Note that not all new features are implemented yet, advanced things like
collections insertion/deletion are still TODO (medium priority).
This completes the ground work for overrides, remaining commits will be
about UI and some basic/testing activation of overrides for a limited
set of data-blocks & properties.

The RenderResult struct still has a listbase of RenderLayer, but that's ok
since this is strictly for rendering.

Note: We can't use DNA_struct_elem_find or get file version in init_structDNA,
so we are manually iterating over the array of the SDNA elements instead.
Note 2: This doversion change with renames can be reverted in a few months. But
so far it's required for 2.8 files created between October 2016 and now.

The absence of datablock properties "will certainly be resolved soon as the need for them is becoming obvious" said the [[http://wiki.blender.org/index.php/Dev:Ref/Release_Notes/2.67/Python_Nodes|Python Nodes release notes]]. So this patch allows Python scripts to create ID Properties which reference datablocks.
This functionality is implemented for `PointerProperty` and now such properties can be created with Python.
In addition to the standard update callback, `PointerProperty` can have a `poll` callback (standard RNA) which is useful for search menus. For details see the test included in this patch.

Reusing PROP_TEXTEDIT_UPDATE instead of adding a new property flag just for search strings. Currently it's only used for search strings anyway so seems fine for now.

This gives us 9 flags available again for properties (we had none anymore),
and also makes things slightly cleaner.
To simplify (and make more clear the differences between mere properties
and function parameters), also added RNA_def_parameter_flags function (and
its clear counterpart), to be used instead of RNA_def_property_flag for
function parameters.
This patch is also a big cleanup (some RNA function definitions were
still using 'prop' PropertyRNA pointer, etc.).
And yes, am aware this will be annoying for all branches, but we really need
to get new flags available for properties (will need at least one for override, etc.).

Drivers can use this to refer to the data which the driver is applied to,
useful for objects, bones, to avoid having to create a variable pointing to its self.

Currently, code just checks whether a text-edited button uses a given icon (VIEWZOOM) to decide to apply changes on each typed char.
This patch adds a propper button flag (UI_BUT_TEXTEDIT_UPDATE) and a dedicated RNA flag (PROP_TEXTEDIT_UPDATE) for that.
It's also now usable not only for text buttons, but also for example for num buttons when in 'text edit' mode, etc.
It also fixes an actual bug, which is for text properties, in 'immediate' mode, hitting escape would not restore org value, because `ui_apply_but_TEX()` would set its orgstr to NULL on first call (giving it to `but->rename_orig` instead of copying it).
Note no change in behavior is expected from user POV.
Update for addons using that 'VIEWZOOM' icon 'feature' will follow (if any).

Any parameter after the first flagged with PROP_PYFUNC_OPTIONAL will be considered as optional, hence the python code does not have to define/use it. This will ease API evolutions by avoiding to break existing code when adding non-essential new parameters.
Note: this will need some update to API doc generation, patch is ready, will have it reviewed by Campbell asap.
