	Use a shorter/simpler license convention, stops the header taking so much space. Follow the SPDX license specification: https://spdx.org/licenses - C/C++/objc/objc++ - Python - Shell Scripts - CMake, GNUmakefile While most of the source tree has been included - `./extern/` was left out. - `./intern/cycles` & `./intern/atomic` are also excluded because they use different header conventions. doc/license/SPDX-license-identifiers.txt has been added to list SPDX all used identifiers. 2020-12-20	VSE: Remove cost calculation from cache	Richard Antalik
	This value was meant to be used for keeping images that are slowest to render in cache. Method of measurement was flawed, because it doesn't take UI overhead into consideration. Cache panel is to be removed because users should not have to tweak settings like this. It is not useful for development either, therefore it is removed completely.

	Move most functions into separate files. File sequencer.c is reserved for alloc, free and duplicating functions. There should be no functional changes.
