Use a shorter/simpler license convention, stops the header taking so
much space.

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

- Move functions that handle animation to own file - `animation.c`
- Refactor `SEQ_offset_animdata` and `SEQ_free_animdata` functions
- Add function `SEQ_fcurves_by_strip_get` to provide more granular
and explicit way for operators to handle animation
- Remove function `SEQ_dupe_animdata`, do curve duplication explicitly
in operator code, which makes more sense to do. Further this function
was also used for renaming strips which makes no sense.
- Refactor usage of function `SEQ_free_animdata` and remove XXX comment.
Now this functiuon is no longer called when `Sequence` data is freed
implicitly, it is done explicitly in high level function
`SEQ_edit_remove_flagged_sequences`

When using non-uniform aspect ratio, strip outline is not aligned
correctly.
Apply pixel aspect ratio to image quad and origin.

When scaling down image, users expect to see background, which doesn't
currently happen in VSE. This is because strips use cross blend mode by
default, because alpha over is much slower. Reason is, because any area
of image can be transparent, and therefore it can't have early out
implemented in a way that cross blend mode can.
Flag images rendered by codecs that don't support transparency as fully
opaque and implement a form of early out for alpha over blend mode.
When rendering image stack, 2-input effects are ignored on the
"way down". Alpha over needs rendered overlay image to decide whether it
will use only overlay or background too. Therefore overlay can be
rendered safely before it is used. Image flags can be checked and it can
be freed if needed. Freeing doesn't cause any performance degradation,
because image is always stored in cache.
This feature does not improve blend mode performance. In summary, it
only allowes for having alpha over blend mode on background images
without suffering from lower performance.

Commit e1665c3d3190 added math to do 2D affine transformations with 3x3
matrices, but these matrices are also used for 3D transformations.
Remove added functions and use 4x4 matrices for 2D transformation.

Make the "xform" tool/gizmo available for strip transformations in the
sequencer preview window.
Because of the amount of hacks needed to make the gizmo work nicely with
multiple strips at the same time, it was decided to only show the
translate gizmo when multiple strips are selected.
This is because the transforms with multiple strips would appear buggy
because of our lack of shearing support in the transform system.
There is also currently no way to properly sync the gizmo drawing with
the transform when using multiple strips.

`SequencesMeta.new_movie()` API function caused meta strip to change
length. Similar issue has been fixed in transform code by checking
if `MetaStack` exists. `MetaStack` is not used when changing data in
python.
Provide `seqbase` to `SEQ_time_update_sequence()` so the function can
check if change happens inside of meta strip.
This patch also merges `seq_time_update_sequence_bounds()` into
`SEQ_time_update_sequence()`. This is because same issue applies for
both functions and it is confusing to have more time update
functions.re if this will lead anywhere.

Add mode to overwrite strips on overlap instead of resolving overlap.
When overlap is created, 3 things can happen:
- On partial overlap, handles of overlapped strip are moved
- On complete overlap with smaller strip, overlapped strip is split
- On complete overlap with larger strip, overlapped strip is removed
This mode can be enabled in header.

When all strips are selected and overlap is caused, this causes VSE to
hang in infinite loop, because such situation should never happen.
To prevent infinite loop, ensure, that strip overlap is not tested
against single overlapping strip itself.
Prevent overlap that can not be handled because of issue described above
by moving overlapping strip between channels.

This patch fixes many minor spelling mistakes, all in comments or
console output. Mostly contractions like can't, won't, don't, its/it's,
etc.

Remove `seq->tmp` usage from transform code. It was used to tag strips
that need to be "shuffled". Pass these strips in `SeqCollection`
instead.

Reduce complexity of sequencer transform code by removing recursivity.
This is possible by treating meta strips (mostly) as any other strip and
containing all transform code within SEQ_ functions.
Unfortunately internally meta strips still require special treatment,
but all complexity from code all over transform code seems to be
possible to contain within one function.
Functional change:
Previously adjusting handle of single image strip moved animation.
Now animation is not moved, which is behavior for all other strips.

This field was used for extend feature to get handle position of
metastrip children. Since D9972 extend feature works only on meta
strip itself, not it's children.
So `SEQ_transform_get_left_handle_frame()` second argument is always
false and can be removed.
Another instance of `seq->tmp usage` is hack to distinguish strips to be
shuffled, which is not covered by this patch.

API functions get SEQ_ prefix.
Intern functions get seq_ prefix
Functions also have appropriate category included in name.

Logic was broken into finding gaps and ofsetting strips.
Functions were modified so they work on explicitly defined seqbase,
so they can be used as python API functions.
Functional changes:
- Improve performance by calculating gap length and offseting strips
at once. Previously strips were offset by one frame.
- Calculate gap from start frame. Previously gap was considered only
inbetween strips.

Move most functions into separate files.
File sequencer.c is reserved for alloc, free and duplicating functions.
There should be no functional changes.
