Related to {D15885} that requires scene parameter
to be added in many places. To speed up the review process
the adding of the scene parameter was added in a separate
patch.

Changing the object mode outside the 3D view would trigger this
assertion. This was harmless, only assert for space types that
define the tools mode.

Oversight in 74611e3555684a22e9a07bd0992a444b571b8083 missed updating
property access to use the tool identifier to lookup the property group.
|

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.

This replaces header include guards with `#pragma once`.
A couple of include guards are not removed yet (e.g. `__RNA_TYPES_H__`),
because they are used in other places.

Follow up of b2ee1770d4c3 and 10c2254d412d, part of T74432.
Now the area and region naming conventions should be less confusing.
Mostly a careful batch rename but had to do few smaller fixes.
Also ran clang-format on affected files.

Add toolbar to sequencer regions.
A bit of refactoring has to be done in RNA space.
Currently there is only cut tool implemented to serve as template for
anybody who would like to add more.

This wasn't working with multiple windows,
WM_toolsystem_do_msg_notify_tag_refresh could use a workspace
from a different window to the screen that owned the area.
Instead of fixing, remove these since they aren't needed anymore
since changing modes now refreshes the tool system.

Prepare for exposing tool registration to the Python API.
- Generated tools can use their own prefix so naming collisions
won't happen between hard coded & generated tools.
- Add-on authors can use the add-on name as a prefix.

This allows gizmo groups to store properties in the tool.
This makes sense for gizmo options which only control gizmo display and
don't control operator execution.
Unlike similar kinds of properties,
this isn't accessible via the gizmo-group-type instance.
For now the it's only stored in the workspace tool as can be done for
operator properties, so each instance doesn't have different settings
which would be confusing from a user perspective and complicate access
from the top-bar.
Later we could add gizmo-group properties if needed.

It was a bit odd that the scene was stored per window but not the view
layer. The reasoning was that you would use different view layers for
different tasks. This is still possible, but it's more predictable to
switch them both explicitly, and with child window support manually
syncing the view layers between multiple windows is no longer needed
as often.
