Use a shorter/simpler license convention, stops the header taking so
much space.

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Support waiting for input so operators that depend on the
cursor location are usable from menus / buttons.
Use an operator type flag which the user interface code checks for,
waiting for input when run from a menu item.
This patch only supports this feature, there are no functional changes.
The motivation for this change is discoverability since some actions
were either hidden or broken when accessed from menus
(where the behavior of the operator depended on the menu location).
In general, waiting for input is *not* an efficient way to access tools,
however there are over 50 operators with a "wait_for_input" property
so this isn't introducing a new kind of interaction,
rather exposing this in a way that does not need to be hard-coded into
each operator, or having modal callbacks added for the sole purpose
of waiting for input.
Besides requiring boiler plate code using a "wait_for_input" property
has the added down-side of preventing key shortcuts from showing.
Only the menu items will enable the property,
causing them not to match key-map items.

This patch adds the ability to mute individual wires in the node editor.
This is invoked like the cut links operator but with a new shortcut.
Mute = Ctrl + Alt
Cut = Ctrl
Dragging over wires will toggle the mute state for that wire.
The muted wires are drawn in red with a bar across the center.
Red is used in the nodes context to indicate invalid links, muted links and internal links.
When a wire is muted it exposes the original node buttons which are normally hidden when a wire is connected.
Downstream and upstream links connected using reroute nodes are also muted.
Outside scope of patch:
- Add support for pynodes e.g. Animation Nodes
- Requires minor change to check for muted links using the `is_muted` link property or the `is_linked` socket property.

before visibility was regained, now return (still early) after setting
visibility.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/blenlib` module. Not all warnings are
addressed in this commit.
No functional changes.

Currently, in sculpting, weight paint and vertex paint modes every cursor
movement triggers redraw of a brush. During that redraw, native cursor is set.
Under the hood, setting the cursor causes freeing of previous cursor and
allocating a new one. In most cases, in previously mentioned modes, recreating
cursor is unnecessary since cursor stays the same.
This patch adds a check which skips cursor change if requested cursor is
already set. The check could be added in pain_cursor.c, but I felt adding it
inside WM_cursor_set function would hopefully skip more unnecessary cursor
reallocations.

Now the area and region naming conventions should be less confusing.
Mostly a careful batch rename but had to do few smaller fixes.
Also ran clang-format on affected files.

Both the MS headers and blender headers define the HKEY
which gives all kind of inclusion order issues.
This diff renames all *KEY constants to EVT_*KEY to resolve
this conflict.

The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.

and initialize pressure and tilt to 1.0 and 0.0 respectively when no tablet

There was a mix of old and new constants. Now have one list of WM_CURSOR_*
cursor types, using GHOST standard cursors when available and otherwise falling
back to our custom cursors.

This reverts commit a412f49e7580a and 873c756e5dd73. The change was only
supposed to affect grease pencil, but also changed the cursor for sculpt mode,
where it's not clearly visible. Since this has not been quickly resolved I'm
reverting the commit.

This new cursor is used instead of the ARROW because it was too disruptive while you are drawing.
The change affects all paint modes that are used Brushes.
