Adds `rna_path.cc` and `RNA_path.h`.
`rna_access.c` is a quite big file, which makes it rather hard and
inconvenient to navigate. RNA path functions form a nicely coherent unit
that can stand well on it's own, so it makes sense to split them off to
mitigate the problem. Moreover, I was looking into refactoring the quite
convoluted/overloaded `rna_path_parse()`, and found that some C++
features may help greatly with that. So having that code compile in C++
would be helpful to attempt that.

After rB9b298cf3dbec, the `StructRNA` declarations can now be accessed via
`RNA prototypes.h`
Also, since all redundated declarations are now removed,
`_WM_MESSAGE_EXTERN_BEGIN` and `_WM_MESSAGE_EXTERN_END` are also no
longer needed.

Lets `makesrna` generate a `RNA_prototypes.h` header with declarations for all
RNA properties. This can be included in regular source files when needing to
reference RNA properties statically.
This solves an issue on MSVC with adding such declarations in functions, like
we used to do. See 800fc1736748. Removes any such declarations and the related
FIXME comments.

Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Some of the message-bus macros are not safe to use in C++. This has come
up before, but no good solution was found. Now @LazyDodo, @HooglyBoogly
and I concluded this is the best duct tape "solution" for the moment.
The message-bus API should address this.

C++ doesn't support compound literals like used here (GCC does via an
extension).

rB9cce18a5858c broke the build in unforeseen ways, not easily fixable.
revert for now, so master will at least build again.

for that it is easier if the info editor is in c++ already.

This replaces header include guards with `#pragma once`.
A couple of include guards are not removed yet (e.g. `__RNA_TYPES_H__`),
because they are used in other places.

This removes extern-C blocks around other includes and adds
such blocks for some headers that need them.

Note this only changes cases where the variable was declared inside
the for loop. To handle it outside as well is a different challenge.

The old layout of `PointerRNA` was confusing for historic reasons:

```
This patch updates it to:
```
typedef struct PointerRNA {
struct ID *owner_id;
struct StructRNA *type;
void *data;
} PointerRNA;
```
Throughout the code base `id.data` was replaced with `owner_id`.
Furthermore, many explicit pointer type casts were added which
were implicit before. Some type casts to `ID *` were removed.

command after it.

make it clear the file is in the group.

Code works as expected, but MSVC disallows
|
|
Use dynamically generated message publish/subscribe
so buttons and manipulators update properly.
This resolves common glitches where manipulators weren't updating
as well as the UI when add-ons exposed properties which
hard coded listeners weren't checking for.
Python can also publish/scribe changes via `bpy.msgbus`.
