For the final builds instead of leaving all the license files in the main
folder, we move them to a "license" folder.
Also, adding more licenses here (MIT, Apache, ...).

Initialize the USD library when used (instead of at startup), so that
this can happen inside the IO/USD module. This makes calls to the USD
library local to Blender's USD code.
Note that failure to find the USD JSON files will now only be reported
when the USD exporter is used, and not on every startup of Blender.
This is the first step in cleaning up the way Blender patches and
initialises the USD library.

This is for design task T67744, Boolean Redesign.
It adds a choice of solver to the Boolean modifier and the
Intersect (Boolean) and Intersect (Knife) tools.
The 'Fast' choice is the current Bmesh boolean.
The new 'Exact' choice is a more advanced algorithm that supports
overlapping geometry and uses more robust calculations, but is
slower than the Fast choice.
The default with this commit is set to 'Exact'. We can decide before
the 2.91 release whether or not this is the right choice, but this
choice now will get us more testing and feedback on the new code.

MSBuild on windows currently spews a warning about
buildinfo.h_fake not being generated.
For build info we use a non existing file to trigger a
custom_command on every build, which has worked well for
years now, however in recent versions of MSBuild it has
started issuing warnings about files that should be
generated but are not.
CMake is actually aware of this being a problem and states
in the documentation that "If the output of the custom command
is not actually created as a file on disk it should be marked
with the SYMBOLIC source file property."
This change fixes the build warning by properly marking the
buildinfo.h_fake as symbolic resolving the warning.

This adds a new `--debug-exit-on-error` flag. When it is set, Blender
will abort with a non-zero exit code when there are internal errors.
Currently, "internal errors" includes memory leaks detected by
guardedalloc and error/fatal log entries in clog.
The new flag is passed to Blender in various places where automated
tests are run. Furthermore, the `--debug-memory` flag is used in tests,
because that makes the verbose output more useful, when dealing
with memory leaks.

Using a boolean to select between eval/exec behavior wasn't very
readable.

This commit renames 'execute' to 'run' because:
- This follows Python's "PyRun" which these functions wrap.
- Execution functions can use either exec/eval modes,
making naming awkward (for future API refactoring).

This patch changes openvdb from a static to a dynamic library.
this is in preparation for enabling pyopenvdb at some point
in the future.

This replaces header include guards with `#pragma once`.
A couple of include guards are not removed yet (e.g. `__RNA_TYPES_H__`),
because they are used in other places.

This helps Python developers troubleshoot errors when
Python causes a crash.

As creator.c is used for the 'main' function,
avoid obscure declarations being placed so prominently.
- Move Blender as a Python module declarations into it's own section.
- Move USD declaration to an 'extern' just before it's called.

in thousands of places, also initialize is often accidentally
written with British spelling.

Will trigger code paths which makes sure UUIDs are generated and
are unique.
Enabled with --debug-depsgraph-uuid (which is also implied by
--debug-depsgraph).

When definining static variables that own memory, you should
use the "construct on first use" idiom. Otherwise, you'll get
a warning when Blender exits.

Code is mature enough now to not need this anymore, people who do not
want to use liboverrides can just not create them.

This is no longer used by default, when '--python-use-system-env' is set
there are many Python environment variables, don't list them in
Blender's help message.

When picking a small tile size when doing a CLI render will
yield many status updates being printed to the console
causing a slowdown in the render process. 2.79 with the
same amount of tiles did not have this slowdown.
The reason for this turned out to be a debugging aid added
in rBd2757d149bf2 which disabled buffering for stdout which
on windows caused every single character being printed to the
console to try to obtain a mutex, and worse the thread being
put to sleep when this mutex was unavailable leading to poor
performance.
This patch changes the behaviour by only disabling the
buffering in debug builds.
CLI render of the default cube with 16x16 tiles at 1080p
2.83 : 37.57s
now : 17.03s
note: this only affected CLI renders, renders from the UI
do not report this kind of information and had no such
slowdown.

The file subversion is no longer used in the Python API or user interface,
and is now internal to Blender.
User interface, Python API and file I/O metadata now use more consistent
formatting for version numbers. Official releases use "2.83.0", "2.83.1",
and releases under development use "2.90.0 Alpha", "2.90.0 Beta".
Some Python add-ons may need to lower the Blender version in bl_info to
(2, 83, 0) or (2, 90, 0) if they used a subversion number higher than 0.

Previously this would be enabled when threads were used, but threads are now
basically always in use so there is no point. Further, this is only needed for
guarded allocation with --debug-memory which is not performance critical.

Static tbb has always been frowned upon [1] sofar it has worked for us but
given our reliance on tbb is about to increase (D7475), I'd like to move the library
to more supported configuration. Which means moving it to be a dynamic library

This may help with T68052, crashes with Intel NEO OpenCL driver.

This diff add supports for crash logs on windows for
release builds. This can be toggled on/off with the
`WITH_WINDOWS_PDB` cmake option. by default it is on.
Things to take into consideration:
Release builds are hightly optimized and the resulting
backtraces can be wrong/misleading, take the backtrace
as a general area where the problem resides rather than
an exact location.
By default we ship a minimized symbol file that can only
resolve the function names. This was chosen to strike
a balance between growth in size of the download vs
functionality gained. If more detailed information is
required such as source file + line number information
a full pdb can be shipped by setting `WITH_WINDOWS_STRIPPED_PDB`
to off.
