And make them part of the blender_test runner. The one exception is blenlib
performance tests, which we don't want to run by default. They remain in their
own executable.

This removes extern-C blocks around other includes and adds
such blocks for some headers that need them.

The issue is duplicated code. There are two functions that zero-fill
the frame number. They worked the same for positive frames numbers, but
behaved differently for negative ones.
On frame `-100`, `BLI_path_frame` outputs `-0100` and
`fluid_cache_get_framenr_formatted_$ID$` outputted `-100`.
I changed the behavior of the latter, because we depend on the behavior
of the former for much longer already.

The most common use of the text editor seems to be for scripting. Having
line numbers and syntax highlighting enabled by default seems sensible.
Syntax highlighting is now enabled by default, but is automatically
disabled when the datablock has a non-highlighted extension.
Highlighting is enabled for filenames like:
- Text
- Text.001
- somefile.py
and is automatically disabled when the datablock has an extension for
which Blender has no syntax highlighter registered.

The `BLI_path_frame_strip` function was completely broken, unless the
number of digits in the sequence number was the same as the length of
the extension. In other words, it would work fine for `file.0001.abc` (4
digit `0001` and 4 char `.abc`), but other combinations would truncate
to the shortest (`file.001.abc` would become `file.###.ab` and
`file.00001.a` would become `file.##.a`). The dependency between the
sequence number and the file extension is now removed.
The behaviour has changed a little bit in the case where there are no
numbers in the filename. Previously, `path="filename.abc"` would result
in `path="filename.abc"` and `ext=""`, but now it results in
`path="filename"` and `ext=".abc"`. This way `ext` always contains the
extension, and the behaviour is consistent regardless of whether there
were any numbers found.
Furthermore, I've removed the `bool set_frame_char` parameter, because
it was unclear, probably also buggy, and most importantly, never used.
I've also added a unit test for the `BLI_path_frame_strip` function.

Noisy change, but safe, and better do it sooner than later if we are to
rework copying code. Also, previous commit shows this *is* useful to
catch some mistakes.

No need for redundant ID's and correct arg order

There weren't any convenient ways to join multiple paths in C
that accounted for corner cases.
|

Utility to get a file/dir in the path by index,
supporting negative indices to start from the end of the path.
Without this it wasn't straightforward to get
the a files parent directory name from a filepath.

There were some missing stubs and some tests were specifically
written for Linux. Also, apparently MSVC has a limit of 64K for
the insource strings..

`BLI_strncpy_ensure_pad()` is also useful with current master code.
The two others (`BLI_strcmp_ignore_pad()` and `BLI_filelist_duplicate()`)
are only used in asset branch currently, but think they could be useful
in other places too, and simplifies handling of asset branch & future patch review.
