E.g. "Cube" would be placed after "Cube.001", which is not what you'd
expect. 2.80 handled this correctly.
Loosely based on D6525 by @radcapricorn, but found a bug in that and
prefered to do some further adjustments.
Also activates test for this case.

Adds tests covering a good amount of common cases and corner cases for
`BLI_strcasecmp_natural()`.
Could of course always add more tests for more cases, but don't want to
spend too much time on this.

The most common use of the text editor seems to be for scripting. Having
line numbers and syntax highlighting enabled by default seems sensible.
Syntax highlighting is now enabled by default, but is automatically
disabled when the datablock has a non-highlighted extension.
Highlighting is enabled for filenames like:
- Text
- Text.001
- somefile.py
and is automatically disabled when the datablock has an extension for
which Blender has no syntax highlighter registered.

Some statements were split across multiple lines because of their
trailing comments.
In most cases it's clearer to put the comments above.

While it looks more longer, but also contains more comments
about what's going on.
Surely, this function almost never breaks and investing time
into maintaining its tests is not that important, but we should
have a good, clean, understandable tests so they act as a nice
example of how they are to be written. Especially important to
show correct language usage, without old school macros magic.
Doing this at a lunch breaks, so will be series of some updates
in the area.

This commit adds number formatting (thousands separator) to the baking panel. It also adds a new function to format memory sizes (KB/GB/etc) and applies it to the baking panel and scene stats. The new function is unit tested.

Currently the tests don't run on windows for the following reasons
1) render_graph_finalize has an linking issue due missing a bunch of libraries (not sure why this is not an issue for linux)
2) This one is more interesting, in test/python/cmakelists.txt ${TEST_BLENDER_EXE_BARE} and ${TEST_BLENDER_EXE} are flat out wrong, but for some reason this doesn't matter for most tests, cause ctest will actually go out and look for the executable and fix the path for you *BUT* only for the command, if you use them in any of the parameters it'll happily pass on the wrong path.
3) on linux you can just run a .py file, windows is not as awesome and needs to be told to run it with pyton.
4) had to use the NAME/COMMAND long form of add_test otherwise $<TARGET_FILE:blender> doesn't get expanded, why? beats me.
5) missing idiff.exe for msvc2015/x64 in the libs folder.
This patch addresses 1-4 , but given I have no working Linux build environment, I'm unsure if it'll break anything there
5 has been fixed in rBL61751

Inspired by Python (r)partition str functions. Also added some Gtest cases for those new funcs.
