Merge branch 'gc/pull-recurse-submodules'

"git pull" without "--recurse-submodules=<arg>" made
submodule.recurse take precedence over fetch.recurseSubmodules by
mistake, which has been corrected.

  pull: do not let submodule.recurse override fetch.recurseSubmodules
