Update build-runtime.cmd help documentation (#50829)
* Update build-runtime.cmd help documentation
Add documentation for `-component`.
Remove unused `-priority` processing: that was for when this build
script could pass through options to the tests build script.
* Update src/coreclr/build-runtime.cmd
