Copy source from https://github.com/gohugoio/hugo-mod-bootstrap-scss-v4
Having a separate repo for each major version of Bootstrap created too much work.
This is is the first commit aiming to:
* Use Go Module paths for the major version bumps
* Use https://github.com/bep/semverpair as the versioning strategy
