Windows has added GetNamedPipeHandleStateW to onecore as part of the APIset i.e. api-ms-win-core-namedpipe-l1-2-1.dll. Making the necessary changes in the FxCore to consume it.
Also Updating the TestHost package and the BuildTools package to ensure that the pipe tests in the open source can consume the new ApiSet. The BuildTools and TestHost changes have already been added to the myget.
