[flang] Add runtime support for GET_COMMAND
Implement the GET_COMMAND intrinsic. Add 2 new parameters (sourceFile and line) so we can create a terminator for RUNTIME_CHECKs. Differential Revision: https://reviews.llvm.org/D118777
